BIANCO or the Independent Anti-Corruption Office is the Anti-Corruption Agency of Madagascar. It is responsible for implementing the National Strategy to Combat Corruption (SNLCC). BIANCO contributes to economic development, the strengthening of good governance and the establishment of the rule of law. It is at the service of society, whose moral and cultural values and the sense of civic responsibility it tends to develop.
According to article 2 of Decree No. 2008-176 of February 15, 2008, BIANCO is endowed with independence as well as operational and management autonomy. It has its headquarters in Antananarivo and includes territorial branches distributed in the six (06) provinces whose creation and organization fall under the competence of the Director General.
MISSION
BIANCO is responsible for driving the implementation of the National Anti-Corruption Strategy, in particular:
- The implementation of anti-corruption legislation
- Prevention by eliminating opportunities for corruption in the functioning of public and private sector systems
- Educating citizens about the harmful effects of corruption and encouraging the community to fight corruption.
Vision
By 2025, Madagascar is a state of law where economic, social and environmental development is free from corruption.
